HISTORY OF STEP ON MINE
July 23, 2025, a Thai soldier lost a leg — with several others injured — when they triggered a landmine while patrolling disputed land near the Cambodian border.
With the incident almost an exact repeat of July 16 — where another young Thao soldier was maimed and others hurt — Thai officials have repeated the same claims, declaring that the mines were recently planted by Cambodian forces, on Thai soil.
The Cambodian Mine Action and Victim Assistance Authority (CMAA) issued a strong rebuttal, explaining that the two explosions that injured Thai soldiers occurred in Cambodian territory and were not the result of newly laid landmines.
Thai officials alleged that the explosions were caused by newly planted PMN-2 anti-personnel mines.
“CMAA firmly rejects this accusation and reiterates Cambodia’s full compliance with the Anti-Personnel Mine Ban Convention, which it ratified in 1999,” said a July 24 statement from the CMAA.

3.FILLING A COMPLAINT WITH THE ICJ (15 JULY 2025)
Samdech Thipadei Hun Manet: Filing a lawsuit with the ICJ on June 15 is a coincidence, but it is also a good omen because it is the day Cambodia won the Thai case.

In Cambodia, we have consensus from the country's leadership to the frontline troops. If the Prime Minister issues an order, all national and sub-national institutions, including the army, strictly implement that order.
Regarding the opening of the border crossing between Cambodia and Thailand, I would like to reiterate that Cambodia still maintains the same position: there is no need for bilateral negotiations on the opening of the border crossing between the two countries.
If the Thai side really wants to reopen the border to normal, it can be done easily and quickly. The Thai army, which initiated the unilateral closure of the crossing, must unilaterally reopen the border to the status quo before June 7, 2025. Cambodia will reopen in five hours. This is a very simple solution, without the need for time-consuming negotiations. All that is needed is a sincere desire from the Thai side.

2.UNILATERAL BORDER CLOSURE (7 JUNE 2025)
From June 7, 2025, the Thai military has used border closure measures and changed the opening and closing times of border crossings between the two countries unilaterally, without considering the impact on the transit of people from both countries.
Cambodia never intended to cause hardship to the citizens of both countries who live or travel across the border. But if the Thai army continues to use this method to impose pressure on Cambodia, Cambodia will be at peace at all times.
It is also strange that Thai political leaders, including the Thai Prime Minister, always request negotiations to reopen the border crossing to restore normalcy. But at the same time, the Thai army continues to open and close the border or adjust the opening and closing times at will, unilaterally.
I don't know what the method or strategy is for working between the Thai government and the Thai army, because there seems to be no internal consensus or clear principles. One requested bilateral negotiations to reopen the border, while the other continued to close it unilaterally.
1.CAUSES OF THE WAR (23 MAY 2025)
A Cambodian soldier on the front line died after a Thai soldier attacked on the Preah Vihear border.
The deputy commander of the Cambodian army in the Preah Vihear direction, Lieutenant General Srey Dek, claimed that a Cambodian soldier, warrant officer Soun Rawn, 48 years old, on the front line, was killed when Thai soldiers attacked the Cambodian army on May 28, 2025.
Cambodian Royal Army spokesman Mao Phalla confirmed the clash on Wednesday, but said Thai soldiers had attacked Cambodian troops who were on border patrol duty in northern Preah Vihear province.
“Our soldier died in the trenches. The Thais came to attack us,” Mao Phalla said.
